Changes were made on June 7, 2022 to the eligibility conditions for a post-graduation work permit for foreign students enrolled in certain programs of study and in certain educational institutions in Quebec
Quebec restricts access to immigration to students from unsubsidized colleges
In order to preserve the integrity of the Foreign Student Program in Quebec, the provincial and federal governments have announced a measure aimed at tightening access to the post-graduation work permit (PGWP) for people who have studied in non-subsidized institutions.
Thus, only students who have graduated from a subsidized study program will have access to this work permit. This measure comes after shortcomings were identified by an investigation by the Quebec Ministry of Higher Education.
NON-SUBSIDIZED PRIVATE ESTABLISHMENTS
Non-subsidized private institutions are, under the Act respecting private education, for-profit institutions for which the Minister responsible for Higher Education issues, under certain conditions, a permit authorizing them to offer college education. In fact, establishments in this category offer one or more short-term programs in a field specific to a technical studies program. Generally, the programs they offer are intended for adults and lead to an Attestation of Collegial Studies (AEC). However, these institutions sometimes offer programs leading to a college diploma.
